Character Creation

Character creation:
Your character has £10,000 (or equivalent currency) to spend at character creation.

Increasing your characteristics costs £1,000/level. Every character starts with one level in a characteristic free and can go as high as five. i.e. buying up to level three costs £3,000 not 1+2+3 = £6,000. Skill checks are completed successfully by rolling a d6 and getting a score equal to or under your skill level.

Verve: Energy and Enthusiasm, covers how much you can do during combat.
Suave: Charisma and Charm, covers your ability to make friends and influence people.
Deadly: Rough and Tumble, covers your ability to hurt others.
Sharp: Wits and Brains, covers your intelligence for things like crypto analysis and investigating.
Sneak: Hiding and stealthing, covers your ability to hide and sneak around.

Perks: Perks individualise your character and have a cost attached to them, some can only be bought at character creation.

Induvidual:
Genius: You are considered a genius in your chosen field and can call upon this to re-roll any Sharp test once a game. Cost: £3,000
Alluring: you are especially alluring to either men or women.You can call on this perk to re-roll any suave test once a game. Cost: £3,000
War Hero: You were decorated in action during the war, you can call upon this once a game to re-roll any dangerous test. May also provide bonuses in appropriate military situations. Cost: £3,000
Hypnotist: You can use this skill to calm someone down or make them sleepy for 5 minutes with 30 seconds of appropriate role play. Cost: £2,000
License to carry: You have a license to carry firearms in Vienna. Cost: £1,000
Langauge: You know a specified foreign language. Cost: £500.
Tough: You have an extra health level for every £1,000 you spend up to a maxiumum of £3,000

Gadgets:
Sleep Spray: A one shot can of spray, which refreshes every game. If surprised or with a succesful deadly test, you may render a target unconscious. Cost £2,000
Chemicals: You have a once shot supply of a certain substance which recovers after every game. Ingest substances; if slipped successfully into a targets drink/ food (with a Sneaky vs Spark test) the target will suffer the effects of the poison. Please specify the poison you wish to purchase, cost:£1000. Contact substances; with a successful sneak vs Spark check you may administer this poison, which takes affect once administered. Cost: £5000, Costs are increased by £1,000 for esoteric affects, such as memory altering, truth serums, poisons that look like natural causes.
Concealed weapon: A weapon that is difficult to discover, grants a +3 bonus to sneak stat when hiding it. Cost: £2,000
Miniature Radio: Allows you to communicate with distant places without carrying bulky broadcast equipment. Can make downtimes actions significantly easier. Cost £5,000
Miniature Microphone: Allows you to hear conversations from across the room, use appropriate hand signals to listen in on others conversations. Cost: £5,000.
Silenced firearm: A gun that makes very little noise when used. Can be combined with concealed weapon. Cost: £500
A weapon: Any kind of weapon. Will cost you £250.

Great game:
Handler: You operate alone but can call on a handler to pay you, give you limited access to gadgets. A handler is a member of another organisation and will be giving you orders to follow, failure to follow these orders can result in the loss of the perk. Can be taken with membership if playing a mole. Cost: £250.
Status:You are one of the high ups, or have been given a certain amount of leeway you can with agreement from high command and those of the same level of status as you, set policy goals for the coming downtime, and discipline underlings. Cost £5,000
Forger: You have access to a department forger, who can get you access to lots of kinds of paperwork but it’ll all have to be accounted for to the higher ups. Cost: £2,000
Asset: You have a mole you have successfully bribed, seduced, threatened or otherwise recruited in an enemy camp, You can get them to pass you information you request about the opposite side. Be careful, overuse of this asset will cause them to become obvious to enemy counterintelligence and you may loose them. Cost £3,000
Double Agent: You have a successful double agent on your side who feeds their handlers anything you want, they will give you an idea about their handlers movements and times of contact. Saying anything too outrageous will cause their handlers to grow suspicious and you may lose this asset during play. Cost £5,000
Surveillance net: Tells you what nodes there are in a specific area and what level of information they have access to. they have to be taken in a specific area, i.e. Russian science, American military, British intelligence, French government. for smaller nations such as Cuba or China a surveillance net will cover the entire country. A surveillance net will also cover a geoplotical area i.e. Latin America, the Middle East. Every character gets one surveillance net for free at startup to represent them being in the "business". Getting a new surveillance net costs around £3000, but may vary on the nature of the net and with other blag. Characters who statted before I explicitly stated this should contact me and will get their surveillance net for free.
Paramilitaries/rebels/Revolutionaries: Men you have trained to fight a guerrilla war for you in a specific country. These men can be transferred to another country but it will take them a long time to train up to be effective. They can operate in first and second world countries but will be much less effective due to the prevalent rule of law. Cost £3,000.

Tick-Men.

Tick-men are radio controlled avatars of giant computer banks. They are artificial intelligences created by major governments. As such if you wish to play one you will be assigned a handler, who will watching your every move.

Tick-men appear like regular humans from far away but close up are obviously automatons. Tick-men can only be killed by destroying the central computer, while their avatar can be destroyed it will be replaced eventually. It is also possible to incapacitate them using jamming signals. Tick-men are more intelligent than average humans and can buy sharp at half price and get the genius perk free, As they are radio controlled devices they may not buy verve or suave higher than three.

There will be a limited number of Tick-men allowed in the game, on a first come first served basis. All tick-men will be given a player or NPC handler. There is no cost to being a Tick-men beyond the roll playing restrictions mentioned above.

Radio-teki
Most people use the Russian term to describe these humans that have been bent by radioactive forces, sa the soviets were the first people to start scientifically describing them. They are kept under strict government surveillance and usually have a handler to watch their every move. This is due to the immense power the radioactivity has given them.

Radio Teki- Can choose between two different powers at start up, Telepathy allowing them to make a ranged suave check to affect the mind of another, telekinesis to allow them to make a ranged deadly attack on another. Most Radio -teki are immune to the effects of radiation.


There will be a limited number of Radio-Teki allowed in the game, on a first come first served basis. All Radio-Teki will be given a player or NPC handler. There is no cost to being a Radio-Teki beyond the roll playing restrictions mentioned above.

Questions:

Do all stats start at 1 for free or do they need to be spent on (costing 5k)

I assume you mean spending 1 to increase each dot so to buy 3 levels costs 3 not 1+2+3 therefore 6

You haven't costed forger, sleep spray

I assume tickmen/rad's don't have an actual cost?

Thus proving the importance of proof reading!

1.All stats start at one for free.

2. Stats cost 1 to increase per dot, so to buy level three costs £3000 not 1+2+3.

3. I will add the costs of those in now, sleep spray £2000 and forger £2000.

4. Rad men and Tick men do not have an extra cost besides the burden of being the property of a state and having a handler.

There is no cost for Surveillance Network, I've read elsewhere that they would cost £3000 and also that we get one free (which might be worth mentioning in the character creation rules).
